BADAN SAR NASIONAL
FORMASI TAHUN ANGGARAN 2009

Badan SAR Nasional memberi kesempatan bagi Warga Negara Indonesia pria dan wanita yang memiliki kualifikasi pendidikan S-2/ S-1, D-III, dan SMK/SMU untuk mengikuti Seleksi Pengadaan Calon Pegawai Negeri Sipil (CPNS) Badan SAR Nasional Formasi Tahun Anggaran 2009.

I. PERSYARATAN UMUM

1. Warga Negara Indonesia.
2. Berijazah S-2/ S-1, dan D-III baik dari lulusan Perguruan Tinggi Negeri atau Perguruan Tinggi Swasta yang telah terakreditasi oleh Badan Akreditasi Nasional (BAN), dan apabila berstatus diakui maupun terdaftar harus berijazah ujian negara / terakreditasi.
3. Berijazah SMK/SMU Negeri atau Swasta yang berstatus diakui.
4. Bagi yang berijazah S-2/ S-1, dan D-III diutamakan yang memiliki kemampuan berbahasa Inggris yang dibuktikan dengan sertifikat / TOEFL dan dapat mengoperasikan Program Komputer Ms. Office.
5. Tidak pernah dihukum penjara atau kurungan berdasarkan putusan pengadilan yang sudah mempunyai kekuatan hukum tetap karena melakukan tindak pidana kejahatan.
6. Tidak pernah diberhentikan dengan hormat tidak atas permintaan sendiri, atau tidak dengan hormat sebagai Pegawai Negeri Sipil, atau diberhentikan tidak dengan hormat sebagai Pegawai Swasta.
7. Tidak berkedudukan sebagai Calon / Pegawai Negeri / TNI / POLRI.
8. Berkelakuan Baik.
9. Sehat Jasmani dan Rohani.
10. Bersedia ditempatkan di seluruh Wilayah Negara Kesatuan Republik Indonesia (NKRI).

II. PERSYARATAN KHUSUS

1. Pada tanggal 1 Desember 2009 berusia serendah-rendahnya 18 (delapan belas tahun) tahun dan setinggi-tingginya 35 (tiga puluh lima) tahun, dan khusus untuk pelamar sebagai Rescuer diutamakan berusia 25 (dua puluh lima) tahun.
2. Bagi pelamar sebagai Rescuer, memiliki tinggi badan minimal 163 cm (untuk pelamar Laki-laki) atau 155 cm (untuk pelamar Perempuan), serta memiliki berat badan proporsional.
3. Bagi yang berijazah S-2/S-1 dan D-III, memiliki Indeks Prestasi Kumulatif (IPK) sekurang-kurangnya 2,75 (dua koma tujuh puluh lima), dan bagi SMK/SMU memiliki Nilai Ijasah sekurang-kurangnya rata-rata 6 (enam).
Catatan :
Panitia akan memberlakukan sistem ranking berdasarkan nilai IPK dan Nilai Ijazah tertinggi dan kompetensi lainnya sesuai dengan kebutuhan jabatan untuk menentukan jumlah peserta ujian apabila jumlah pelamar yang memenuhi persyaratan melebihi jumlah peserta ujian yang ditentukan.

Sumatera earthquake kills 464: Social Department

The Jakarta Post – The Social Department said on Thursday that as many as 464 people were killed while around 500 others were wounded after a 7.6-magnitude earthquake shook West Sumatera on Wednesday afternoon.

Tugiyo Bisri, spokesperson of the department’s crisis center, told CNN on Thursday that the worst hit area was in Padang where 376 residents died.

“We predict the death toll may increse as we have not found residents who are still trapped,” Tugiyo said.

Rustam S. Pakaya, spokesperson of the Health Department’s crisis center, told kompas.com that thousands of people were feared to have been trapped under the ruins of buildings and homes.

Miyabi can come, minister says

Jakarta Post : As debate rages over the planned visit to Indonesia by Japanese porn star Maria “Miyabi” Ozawa, Communications and Information Minister Mohammad Nuh has said no one can stop her from coming to the country.

“As long as she doesn’t do any porn activity in Indonesia, then legally, [her visit] can’t be prohibited,” Nuh said recently in Kudus, Central Java, as reported by newsportal detik.com.

Several religious groups have protested against Miyabi’s plan to visit Jakarta in October to shoot a film titled Menculik Miyabi (Kidnapping Miyabi). The Indonesian Ulema Council (MUI) has warned that Miyabi must never enter Indonesia, with MUI chairman Ma’aruf Amin saying Miyabi’s reputation as a porn star could have an adverse effect on Indonesians.

Nuh noted that the group’s opposition Miyabi is not about hatred, but is merely a call for morality.

“So we should also respect the opinions of those who oppose [the visit],” Nuh said, adding that it would have been better if the controversial plan hadn’t been made in the first place.

“Creativity must not ignore social sensibility,” he said. — JP

Persyaratan

Syarat Umum

- Warga Negara Indonesia, berusia maksimum :
o D.III : 30 tahun pada tanggal 1 Desember 2009 (lahir setelah 30 November 1979); o S.1 dan S.2 : 35 tahun pada tanggal 1 Desember 2009 (lahir setelah 30 November 1974);
- Tidak pernah dihukum penjara atau kurungan berdasarkan putusan Pengadilan, karena melakukan suatu tindak pidana kejahatan;
- Tidak pernah dibehentikan dengan hormat atas permintaan sendiri atau tidak dengan hormat sebagai PNS, anggota TNI/POLRI, pegawai BUMN/BUMD atau pegawai swasta;
- Tidak berkedudukan sebagai CPNS/PNS, Calon/Anggota TNI/POLRI’
- Tidak berkedudukan sebagai anggota atau pengurus partai politik;
- Berkelakuan baik;
- Berbadan sehat (jasmani dan rohani, serta tidak buta warna)

Syarat Khusus

- Berijazah sesuai dengan kualifikasi pendidikan yang telah ditetapkan diatas;
- Terakreditasi A bagi Perguruan Tinggi Swasta dari BAN – PT dan untuk Perguruan Tinggi Luar Negeri harus diakui oleh Depdiknas.(Surat Tanda Lulus Sementara Tidak Berlaku);
- Indeks Prestasi Kumulatif (IPK) :
o D.III minimal 2,60 (dua koma enam puluh); o S.1 minimal 2,75 (dua koma tujuh puluh lima); o S.2 minimal 3,30 (tiga koma tiga puluh).
- Lulus rangkaian tes yang terdiri atas: Tes Potensi Akademik, Tes Bahasa Inggris, Tes Psikologi dan Wawancara.

- Pelamar seleksi melakukan pendaftaran/registrasi secara online sesuai dengan jadwal yang telah ditetapkan.
- Pendaftaran/registrasi dilakukan sesuai dengan cara dan langkah-langkah yang telah ditentukan dalam pengumuman resmi yang diterbitkan secara terbuka oleh Panitia Pengadaan.

Seleksi Administrasi
Seleksi adminsitrasi adalah ketentuan awal yang dipersyaratakan untuk dipenuhi agar calon pendaftar dapat diikutsertakan pada tahap seleksi berikutnya.

- Seleksi Tes Potensi Akademik

Tes Potensi Akademik (TPA) merupakan tes tertulis yang dimaksudkan untuk mengungkap potensi Akademik seseorang yang dianggap mendasari keberhasilannya untuk memangku suatu jabatan yang memerlukan kemampuan intelektual.

- Seleksi Bahasa Inggris

Tes Bahasa Inggris digunakan untuk mengungkap kemampuan bahasa Inggris seseorang.

- Seleksi Psikologi

Seleksi Psikologi merupakan tes yang terdiri atas beragam teknik dengan pendekatan perilaku yang dirancang untuk mengungkap sejumlah pengetahuan, ketrampilan, kemampuan dan sikap perilaku terpenting yang dibutuhkan seseorang agar berhasil dalam menduduki posisi/ jabatan tertentu.

- Seleksi Wawancara

Seleksi wawancara merupakan seleksi yang dilakukan dengan tatap muka secara langsung yang dimaksudkan untuk mengetahui secara lebih mendalam mengenai pengetahuan umum, pengetahuan tentang pekerjaan, keterampilan, produktivitas, disiplin, perilaku, sikap kerja dan pengalaman.

Quake rattles Venezuela

The Associated Press – An earthquake shook Venezuela’s capital and nearby states Saturday, injuring 14 people and causing damage to a few buildings. The U.S. Geological Survey reported a preliminary magnitude of 6.4 for the quake, saying the epicenter was off Venezuela’s Caribbean coast 65 miles (110 kilometers) west of Caracas. The head of Venezuela’s seismological agency, Francisco Garces, put the quake at magnitude 6.2, followed by an aftershock registering 4.0.

Two young people, ages 9 and 26, suffered serious leg injuries, and 12 other people had minor injuries, Justice Minister Tareck El Aissami said. El Aissami said western Falcon state reported the most structural problems, with seven houses and two other buildings damaged. Two houses were reported damaged in neighboring Lara state, where the wall of a medical clinic also collapsed, state civil protection director Hector Vargas told the state-run Bolivarian News Agency.

Buildings swayed as the quake rocked Caracas about 3:40 p.m. local time (4:10 p.m. EDT, 20:10GMT). Only a few people evacuated buildings to stand outside as a rainstorm slowed traffic. No injured were reported in the capital, El Aissami said.

The head of Venezuela’s national civil protection agency, Luis Diaz, said authorities would evaluate two Caracas malls, including one where glass had shattered, to ensure their safety.

Cities in nearby Carabobo and Aragua states were also jolted, but did not experience major problems. In Aragua, there were reports of damage to some houses, and some people were injured on an escalator at a mall during a panicky evacuation, a state security official, Col. Cesar Oliveros, told Venezuela’s official news agency.

Infrastructure Minister Diosdado Cabello said there were no reports of major infrastructure damage. No problems were reported at oil refineries or other installations in Venezuela’s key oil industry.

Watchdogs skeptical of new BPK leadership

The Jakarta Post – Corruption watchdogs expressed pessimism that the newly elected chairmen of the Supreme Audit Agency (BPK) would be capable of improving the agency’s performance in monitoring state funds in the coming five years. The chairmen-elect would face difficulties maintaining the BPK as an independent body because of their unfamiliar faces, the watchdogs said.

The House of Representatives had, from the outset, failed to carry out the selection process transparently, Indonesia Corruption Watch (ICW) said. “We are worried about the possibility of there having been political bargaining during the selection process,” Emerson Yuntho from ICW told The Jakarta Post on Saturday.
“In future, the results of BPK audits could be ‘ordered’ based on requests from their clients.”

House Commission XI overseeing finance and banking affairs elected, through a fit-and-proper test, the seven new leaders of the BPK for the 2009-2014 term. Of the seven, only three are familiar public figures, namely Taufiqurahman Ruki, the former chief of the Corruption Eradication Commission (KPK), Hadi Purnomo, the former director general of taxes, and Rizal Djalil, a legislator and also a member of the House commission.

“And we also question the motives of Taufiqurahman in joining the [BPK] after failing to win a seat at the Regional Representatives Council [DPD] in the April 9 legislative elections,” Emerson said.

A House member from President Susilo Bambang Yudhoyono’s Democratic Party, Syarief Hasan, could not hide his happiness on Friday at seeing the election of Taufiqurahman, who his party nominated to lead the BPK.

Emerson called on President Susilo Bambang Yudhoyono to cancel the swearing in of the new KPK leaders and conduct the selection again, transparently.

“We don’t have a choice now. We are asking President Yudhoyono not to endorse the seven,” he said.
The seven candidates are to be brought to the House plenary session on Monday for endorsement.

Meanwhile, Transparency International Indonesia secretary-general Teten Masduki was also skeptical of the chairmen-elect, whose competence was lower on average than that of the outgoing leaders,

he said. Thus it was unlikely they could improve the BPK’s performance, he said.

“Many of them are former officials but are not the strong enough to carry out the internal reforms the BPK needs to make it a cleaner and more professional organization,” Teten told the Post.

So far, the BPK has made few achievements and has failed to play a significant role in helping to combat corruption in state institutions, agencies, commissions and enterprises, he said.

“The government and other agencies, including the House of Representatives, have never followed up on the BPK’s annual report of financial leakages in state institutions and state enterprises,” Teten said.

Yen, Dollar Decline as Recovering Economy Damps Refuge Demand

Bloomberg – The yen and dollar fell against the euro as improving economic data and central banker comments that the global recession is abating prompted investors to pile into higher-yielding assets.

The euro traded near the strongest level in more than two weeks against the greenback before a report forecast to show European industrial orders fell at a slower pace. Asian stocks continued a global rally after Federal Reserve Chairman Ben S. Bernanke said last week chances for near-term growth “appear good.” The Australian dollar rose a fifth day, recovering from losses this month amid concern China may slow lending and trim its demand for resources in the second half of the year.

“Bullish comments from Bernanke combined with positive data in the U.S. and Europe are helping calm anxiety about the global economy,” said Koji Fukaya, a senior currency strategist in Tokyo at Deutsche Securities Inc. The yen and dollar are likely to be sold against higher-yielding currencies as “risk- appetite improves.”

The yen fell to 135.88 per euro as of 6 a.m. in London from 135.21 in New York on Aug. 21. It earlier touched 136.09 per euro, the weakest since Aug. 14. The greenback slumped to $1.4337 per euro from $1.4326 in New York. The dollar rose to 94.79 yen from 94.38 yen.

Australia’s currency strengthened to 83.84 U.S. cents from 83.48 cents in New York last week. The currency advanced to 79.47 yen from 78.79 yen.

The MSCI Asia Pacific Index of regional shares rose 2.4 percent today, while Japan’s Nikkei 225 Stock Average rallied 3 percent. The Standard & Poor’s 500 Index gained 2.2 percent in New York last week, touching a 10-month high, a report showed sales of existing U.S. homes climbed.

Industrial Orders

Benchmark interest rates are 3 percent in Australia and 2.5 percent in New Zealand, compared with 0.1 percent in Japan and as low as zero in the U.S., attracting investors to the South Pacific nations’ higher-yielding assets. The risk in such trades is that currency market moves will erase profits.

The euro climbed toward the strongest level in a week against the Japanese currency as a Bloomberg News survey of economists showed orders at industrial companies in the euro region fell 28.3 percent from a year earlier in June following a 30.1 percent drop in the previous month. The European Union’s statistics office will announce the data in Luxembourg today.

German business confidence will rise for a fifth month in August, according to the median estimate of economists surveyed by Bloomberg. The Munich-based Ifo institute is scheduled to release its report on sentiment on Aug. 26.

“An expected rise in the Ifo index will lend some support for the euro, especially against the dollar,” said Masashi Nakamura, a Tokyo-based economist at Mizuho Research Institute Ltd., a unit of Japan’s second-largest banking group. The euro may advance to as high as $1.441 this week, he said.

Prospects are ‘Good’

“Prospects for a return to growth in the near term appear good,” while “critical challenges remain,” including possible further losses for financial firms, Bernanke said Aug. 21 at a symposium in Jackson Hole, Wyoming.

European Central Bank President Jean-Claude Trichet said at the conference the following day there were “some signs confirming that the real economy is starting to get out of the period of freefall.” This “does not mean at all that we do not have a very bumpy road ahead of us,” he said.

The dollar fell against 12 out of the 16 most-active currencies tracked by Bloomberg before reports this week expected to show durable goods orders rose and housing prices shrank at a slower pace.

Orders for durable goods, those meant to last several years, probably jumped 3 percent in July, reversing the previous month’s 2.5 percent decline, economists projected an Aug. 26 report from the Commerce Department will show.

Property Values

The S&P/Case-Shiller index of property values in 20 U.S. metropolitan areas probably fell 16.5 percent in June from a year earlier, the smallest decline in almost a year, a separate survey showed. The report is due tomorrow.

The Aussie pared gains against the greenback after Australia’s Bureau of Statistics said today new vehicle registration fell 6.9 percent in July, snapping a three-month gain.

This combined with “lingering uncertainty about Australia’s relationship with China may weigh on the Australian currency,” said Toshiya Yamauchi, manager of the foreign- exchange margin trading department in Tokyo at Ueda Harlow Ltd.

The Aussie, which gained 19 percent this year through July, is little changed this month as China, the nation’s largest trading partner, slowed spending that spurred gains in commodities and bets Australia would be among the first to raise interest rates.

Aussie Options

Options to sell the Australian dollar in the next month cost 2.32 percentage points more than contracts to buy the currency on Aug. 18, a day after China’s Shanghai Composite dropped by the most in nine months. That’s the biggest premium on puts since Feb. 17, reversing the 0.445 percentage point extra that traders were willing to pay for the right to buy the Aussie in March, when it gained 8 percent.

Futures traders also decreased bets that the Australian dollar will gain against the U.S. dollar, figures from the Washington-based Commodity Futures Trading Commission show.

The difference in the number of wagers by hedge funds and other large speculators on an advance in the Australian dollar compared with those on a drop — so-called net longs — was 44,120 on Aug. 18, compared with net longs of 48,846 a week earlier.

The Associated Press – Miss Venezuela has been named winner of the 2009 Miss Universe pageant in the Bahamas.
Stefania Fernandez was crowned Sunday night. Miss Dominican Republic, Ada Aimee de la Cruz, was the runner up.

The televised event included musical performances by Flo Rida, Heidi Montag, David Guetta and Kelly Rowland.

Hosts were Billy Bush, co-anchor of “Access Hollywood,” and Claudia Jordan, former Miss Rhode Island USA who has appeared on several TV shows. Judges include actor Dean Cain and supermodel Valeria Mazza.

Miss China, Wang Jingyao, was named Miss Congeniality and Miss Thailand, Chutima Durongdej, won Miss Photogenic.

Fasting month starts early in Jember

The Jakarta Post – Although the government has announced that the fasting month of Ramadhan begins Saturday, thousands of Muslims in Jember regency, East Java, started fasting on Friday.

They are primarily residents of the area around the Mahfilud Dlulor Islamic boarding school in Suger Kidul village in Jelbuk district, Jember.

“Based on our calculations, today is the beginning of Ramadhan,” said Ali Wafa, head of the school, as quoted by tempointeraktif.com Friday.

The school had also decided to commence the fasting period early last year, following a rule that the beginning of the fasting month or Ramadhan must fall five days before the previous year’s start date.

Some Muslim groups in the country still differ in their interpretation of Koranic verses by conducting astronomical observations and calculations, leading to discrepancies in determining the exact start and end of the fasting month.

Indonesia’s biggest Muslim group Nahdlatul Ulama is guided by Koranic verses supporting rukyatul hilal or determining the start of Ramadhan by seeing the moon with naked eyes.

Alternatively, the Muhammadiyah Muslim group uses the hisab or calculation method to determine the start date.

Microsoft, Yahoo, Amazon to fight Google book deal

The Associated Press – Three of Google’s largest rivals are joining a coalition to oppose a legal settlement that would give the Internet search leader digital rights to millions of copyrighted books.

Microsoft, Yahoo and Amazon.com are all part of a group being called the Open Book Alliance. It’s being put together by the Internet Archive, a longtime critic of Google’s digital book crusade.

Peter Brantley, an Internet Archive executive, disclosed the plans to forge the alliance in a Thursday interview.

Google contends its rivals’ objections are rooted in a fear of more competition in the digital book market.

The class-action settlement that would expand Google’s digital library is scheduled to be reviewed in an Oct. 7 court hearing.
